As an architect of the new Constitution, Madison knew that Article IV, Section 4 says, “The United States shall guarantee to every State in this Union a Republican Form of Government.” He knew, therefore, that the American regime contained a self-contradiction. It took civil war and Abraham Lincoln’s Emancipation Proclamation to continue the liberation that the founders had begun.
